Nagpur Metro: CRRSC yet to set up Metro Rail Coach Plant

The state government had, 11 months ago, executed a memorandum of undertaking (MoU) with China Railway Rolling Stock Corporation (CRRSC) for setting up a manufacturing unit of Metro rail coaches at MIDC (Butibori) under the Make in Maharashtra plan. However, since then no official has turned up at the proposed site that has been reserved for it by the Maharashtra Industries Development Corporation Limited (MIDC).

The Nagpur Metro Rail Corporation Limited (NMRCL) had also given a work order to CRRSC to manufacture and supply 69 coaches at the same time. NMRCL managing director Brijesh Dixit is, however, confident that the Metro will get coaches from CRRSC as per the MOU.

The MoU was signed between development commissioner (industries) Vijay Singhal and DGM, Overseas Business Din of China Railway Construction Corporation Ltd, Sau Chuanayi on October 15 last year here. Union minister for road transport and highways Nitin Gadkari and chief minister Devendra Fadnavis were present at the programme.

In his speech, Fadnavis had said CRRSC unit at MIDC Butibori will help in reducing down cost of Metro rail coaches throughout the nation. He also went on to say that the CRRSC will get orders of Metro rail coaches of all upcoming Metro rail projects of the state.

An official from MIDC told that there has not been a single communication from CRRSC in 11 months. “The CRRSC team had demanded land adjacent to railway line. Accordingly, MIDC reserved 250 acres land at Butibori. The CRRSC team had inspected the site before signing the MoU. Even a letter requesting demand of charges, area demarcation or possession did not evince any reply from CRRSC,” he said.

The CRRSC has a plant at Dalian in China which manufactures 1,000 coaches per year.
As per NMRCL’s work order, the CRRSC is supposed to supply the first fleet of six coaches by May 2018. The remaining 63 coaches are to be supplied by May 2020. For the trial run to be held soon, the NMRCL had to hire three coaches from Hyderabad Metro rail’s operator.
The CRRSC plant would have been the nation’s first Metro rail coach manufacturing unit. The company had said that the plant can generate direct employment for more than 5,000 people over the next five years. The estimated cost of the project was over Rs1,500 crore.
